Used Suv With Bike Rack

Anyone know a good choice for a roof mount bike rack, which is very small motorbikes children (16 ")? Vertical mounting is not preferred since bicycle wheel quick release.

Our SUV is not compatible with the trunk mount racks and I pull a camper can not use a hitch rack.

So far I have not found all the options that seem to correspond to very small bike.
