The chances of everyone here agree on the parameters of these vague terms are pretty slim. Probably none.
Very few motorcycles for pre-teens to cost a fortune. Except for a couple of jobs and a special edition Italian road bike, I can not think of everything. If $ 300/bike is a fortune, so I can not help you. If $ 300-500/bike is affordable, you have choices to your local bike shop. Trek and Specialized are just two of many bike manufacturers that offer high quality products for riders of all ages.
