When I turn the lever to tighten Wheen I can not close the lever, if I let him free, then it closes. It is on two wheels, is this normal? I do not want to ask my local bike shop, it charges for the information!

Yes, the quick release must be losing weight before tightening the lever down! Do the tight spin and then try to block it. The point is that the clamping wedges in place.
