Is electric bike batteries give off harmful fumes when charging.? the only place for me to recharge the battery in my kitchen because I live in an apartment without a garage. Is it safe to do?
In general, it will not be without releasing fumes (unless you do not overload IT). Your battery is sealed and not vented if there is something serious.
Go ahead and load it in your kitchen.
Edit: The charger must limit the voltage so that the battery is not overloaded. Do not worry. Lead-acid batteries to hydrogen and oxygen when charged, but this sealed batteries recombine in water under normal conditions.
There is no such thing as "closed" the battery. If you use lead acid, they will produce small quantities of gas while they are in charge.
If you charge them at a steady pace, leave the battery charger far enough [gas + electric = pyro-Phail], and perhaps break a window, there will be no danger.

I assume you mean lead and sealed lead acid (SLA).
