The answer to your question is no. Not all frames can be equipped hardtail with gears.
The adjustment of parts of the bike is one of the questions ... when the frame is designed, the geometry should be developed to ensure the proper functioning of components. For example, a typical front derailleur requires an angle measuring 61-66 degrees between the seat tube and fork to use.
In addition, the rear-wheel spacing which in turn may change which may or may not allow proper installation of the rear wheel.
Then, of course, you have other things like threading and alignment that may or may not be suitable for mounting gear.

I think most of them, but some are followers of the Sprint (SS) from the design. Some frames are designed to be used both adapted and single speed (such as Santa Cruz Chameleon), and you can convert most of HT based on a single speed change some things.
