In fact, there are velcro straps light called "savers pants" or "trousers investors." The are inexpensive, adjustable and come with a reflective strip. The cost is only 4 to 5 dollars for a pair.

As an answer, I'd go for velcro straps (especially the types of light.) I always thought the clips were just the footrests for locking the shoe to the pedal.
