What is the best technique to oil as a metal shaft of a bicycle wheel?

If you mean the wheel bearings it depends on what type. There are sealed bearings and bearings free. Sealed usually do not require lubrication, but a thin machine oil may be in their sqirted just spray and run. If you have an old bike with no bearings that must be done by hand with a heavy grease. Remove the wheel and loosen the bolts look at things on the axle and you remove the outer ring and see the round bales. CAREFULLY remove and clean all the balls and races in hand roll in. pack a heavy grease like the Mobile WTR red then put all the balls back into the grease and install the hub as you have participated.
